Technical Sessions

The technical program is the most respected and competitive educational program of its kind featuring over 900 speakers. The program is put together by over 230 topical experts in the Program Committee using a highly rigorous selection process ensuring a high quality program.  Just over 50% of submissions are accepted.  If it is related to water quality or quantity, it is at WEFTEC.

Sessions are made up of presentations by individuals or panels, and all sessions have opportunities for questions and discussions.

Primary Author Biography:
Raj Bhattarai is the manager of the Environmental and Regulatory Services Division for the Austin Water Utility. He has a master’s in Environmental Health Engineering from the University of Texas at

Ana Peña-Tijerina is a process engineer for the City of Fort Worth’s Village Creek Water Reclamation Facility. She has a Ph.D. in Environmental Engineering from the University of Texas at Arlington. 

Both are interested in water quality, nutrient criteria, wastewater treatment, and nutrient removal and recovery. This is their fifth consecutive WEFTEC presentation on nutrient criteria. 


  1. As more and more states promulgate numeric nutrient criteria, the ways in which the criteria are implemented and incorporated into permit limits are beginning to take greater significance.
  2. Implementation plans are the methods by which the EPA and the states calculate the all-important numeric permit limits for a discharger discharging to a specific water body.
  3. Although the numeric nutrient criteria and the water quality standards are discussed much more widely, this presentation will focus on the rarely discussed implementation procedures which are just as crucial for the water quality professionals.
